The fastest method is to visit merchants Lluisa Melcer (Farmer's Market) and Abritt Porrya (Piaza Mez Vidarro) in Emerald Stair. They each stock up to 5 Hylea's Talons, selling them for 450 coins apiece. This is ideal for immediate needs.
