Your journey begins by picking up a lead in Wyndham Village about Dr. Garrow's whereabouts. From there, you'll need to embark on a rescue mission to save her. Dr. Garrow is imprisoned deep within the Protocol prison camp in Skethermoor, a location teeming with Protocol soldiers.
To ease your infiltration, consider meeting Captain Grant Sims in Wyndham Village first. By assisting him with tasks like recovering stolen items, you can gain favor with Protocol, making your approach to the prison camp less hostile.
Once ready, head to the Protocol prison camp on the southernmost border of Skethermoor. The entrance to the underground prison is at the end of the southernmost road, marked by a large green door.

Reach the bottom level of the prison, past the dig site area, where Dr. Garrow is held in a standalone cell in the main room.
